Rachelle is the newest member of our team, bringing a wealth of experience from the non-profit sector. She holds a Bachelor of Arts in Community Development and Policy Studies, along with a certificate in Intercultural Communication. Rachelle is passionate about community engagement, inclusive programming, and creating safe, educational spaces for children. She is excited to lead the Village into its next chapter.

A lifelong Belleville resident and dedicated community advocate, Cindy Nelson-Shanque brings over 38 years of entrepreneurial experience as owner of Lasting Impressions by Cindy. A graduate of Seneca College’s Aesthetics program, Cindy’s passion for service runs deep; rooted in a family legacy of volunteering and leadership through the Quinte Home Builders’ Association and the Children’s Safety Village. For as long as she can remember, Cindy was helping out at the Quinte Home Show organized by the Quinte Home Builders Association. Since 2015, she has proudly served on the CSV Board, continuing to honour the work of her late father, Jake Nelson, who helped bring the Village to life. Cindy’s ongoing commitment to youth safety, education, and community spirit was recognized in 2022 with the Queen’s Platinum Jubilee Pin.

Cindy Shanque

A lifelong Belleville resident and dedicated community advocate, Cindy Nelson-Shanque brings over 38 years of entrepreneurial experience as owner of Lasting Impressions by Cindy. A graduate of Seneca College’s Aesthetics program, Cindy’s passion for service runs deep; rooted in a family legacy of volunteering and leadership through the Quinte Home Builders’ Association and the Children’s Safety Village. Sherry Barker (formerly Parkhurst) is a lifelong Belleville resident and transportation professional with deep roots in the community. She began her career at her family’s company, Parkhurst Transportation Ltd., now Switzer Carty Transportation, where she remains a valued ambassador for its legacy. As a board member of the Children’s Safety Village (CSV), Sherry leverages her expertise to champion safe, reliable transportation for youth. She plays a key role in initiatives like Kids Got Talent and works to eliminate transportation barriers for schools. In 2023, she was recognized for her commitment to child safety and community engagement.

She began her career at her family’s company, Parkhurst Transportation Ltd., now Switzer Carty Transportation, where she remains a valued ambassador for its legacy. As a board member of the Children’s Safety Village (CSV), Sherry leverages her expertise to champion safe, reliable transportation for youth. She plays a key role in initiatives like Kids Got Talent and works to eliminate transportation barriers for schools. In 2023, she was recognized for her commitment to child safety and community engagement.
Carey Smith-Dewey is a lifelong resident of Belleville and a graduate of Queens University with a Bachelor of Education and a Master of Education from Charles Strut University, Australia. With twenty-seven years of service in education, Carey Smith-Dewey is a proud member of the Algonquin & Lakeshore Catholic District School Board team, teaching both in the elementary and secondary panel. Carey served eight years as a secondary administrator and is currently in her fifth year as a Superintendent of Education, with a portfolio that includes Equity, Caring & Safe Schools, Indigenous Education, and Strategic Communications. Carey is also involved in the broader community as a member of the Hastings and Prince Edward United Way Allocations Committee and a member of the School Transportation Safety Committee, Kingston.

Carey Smith-Dewey

Carey Smith-Dewey is a lifelong resident of Belleville and a graduate of Queens University with a Bachelor of Education and a Master of Education from Charles Strut University, Australia. With twenty-seven years of service in education, Carey Smith-Dewey is a proud member of the Algonquin & Lakeshore Catholic District School Board team, teaching both in the elementary and secondary panel. Rene Aubertin has been a Police Officer for 26 years. He is a graduate of Loyalist College Law and Security Administration Program. Rene began his policing career with the York Regional Police in 1999 and was hired by the Belleville Police Service in 2001. Rene has worked in general patrol, Criminal Investigations, and Community Resources. As a Sergeant Rene was assigned to Court Services responsible for Court Security and Prisoner Transport at the Quinte Consolidated Court House. As a Staff Sergeant Rene was assigned to the role of Executive Officer to the Chief of Police and then Staff Sergeant of Operations. As Inspector, Rene was assigned to the Operations Division responsible for all front-line operations and then transferred to his current role as the Inspector of Support Services. In this role, he oversees Criminal Investigations, Forensic identification, Drugs and Intelligence, Police Disclosure and Quality Insurance, Property, Court Services, Training, and Fleet Maintenance and Facility Services. Rene was appointed to the Board of the Children’s Safety Village in November of 2024 representing the Belleville Police Service. As a police officer, father and grandfather, Rene is a strong supporter of the role the Children’s Safety Village plays in the Quinte region in children’s health and safety.

Rene Aubertin has been a Police Officer for 26 years. He is a graduate of Loyalist College Law and Security Administration Program. Rene began his policing career with the York Regional Police in 1999 and was hired by the Belleville Police Service in 2001. Rene has worked in general patrol, Criminal Investigations, and Community Resources. Susan retired in 2023 after fifty years in the workforce (20 with RBC, 13.5 with DBIA & 16.5 with Belleville Chamber of Commerce). Her last 30 years were spent organizing large special events for the City. Event management skills, attention to detail and a passion for “giving back to her community” lead her to the Children’s Safety Village Board.
Doug Lumley is a lifelong resident of Belleville with a deep commitment to community service. He attended Quinte Secondary School and began his career as a student custodian. Over the years, he advanced through a variety of roles including custodian, lead hand, and maintenance mechanic, before retiring after 39 years of dedicated service. In addition to his career in facilities maintenance, Doug also spent six years as a school bus driver, first with Parkhurst and currently with Switzer-Carty, ensuring the safety and well-being of local students. Doug is the current President of the Belleville Lions Club and actively volunteers with Meals on Wheels and other community initiatives. He takes pride in giving back and staying involved in the community he loves.

Over the years, he advanced through a variety of roles including custodian, lead hand, and maintenance mechanic, before retiring after 39 years of dedicated service. In addition to his career in facilities maintenance, Doug also spent six years as a school bus driver, first with Parkhurst and currently with Switzer-Carty, ensuring the safety and well-being of local students. Doug is the current President of the Belleville Lions Club and actively volunteers with Meals on Wheels and other community initiatives. He takes pride in giving back and staying involved in the community he loves.

Through volunteer work, sponsorships, and donations, both Frontier Homes and RBS have proudly supported local sports teams and tournaments over the years. Brad joined the Children’s Safety Village (CSV) Board around 2022, originally as a representative of the QHBA. However, their passion for the CSV’s mission quickly grew, recognizing its unique value in providing essential safety education. Brad is committed to helping the Village expand its reach and become a more visible and impactful resource in the community. Outside of work, Brad is a sports enthusiast who enjoys pickleball, swimming, and hockey. A proud parent of three boys and husband to a wonderful wife, he values a family-centered life and finds great joy in seeing his family—and others—thrive.

A former Chair and long-time board member of the Quinte Home Builders’ Association (QHBA), Brad has always valued community involvement. Through volunteer work, sponsorships, and donations, both Frontier Homes and RBS have proudly supported local sports teams and tournaments over the years. Brad joined the Children’s Safety Village (CSV) Board around 2022, originally as a representative of the QHBA. However, their passion for the CSV’s mission quickly grew, recognizing its unique value in providing essential safety education. Brad is committed to helping the Village expand its reach and become a more visible and impactful resource in the community. Outside of work, Brad is a sports enthusiast who enjoys pickleball, swimming, and hockey. Josie Clarey

She has experience in human resources, with a focus on recruitment and compensation and benefits.
